MEXICO.-La Organización de Estados Americanos afirmó el jueves que la delincuencia y la violencia son dos de las mayores amenazas para las instituciones del continente incluso con la intervención en elecciones en las que las bandas han llegado a imponer a sus propios candidatos.
El secretario de la OEA para seguridad multidimensional, Adam Blackwell, dijo que sólo en 2010 más de 357.000 personas murieron de manera violenta en el continente americano y sólo en América Latina y el Caribe 200 millones o un tercio de la población de la subregión fueron víctimas de un delito.
Al abrir una reunión hemisférica de procuradores y fiscales contra la delincuencia organizada transnacional, Blackwell dijo que un 75% de los homicidios dolosos en 2010 se cometió con arma de fuego, lo cual puso a las Américas en el primer lugar mundial de ese tipo de muertes.
Señaló que la delincuencia organizada transnacional es una importante responsable de la situación de violencia en Latinoamérica y pone en riesgo tanto la estabilidad económica como democrática.
"La participación de bandas criminales en procesos electorales, amenazando o incluso asesinando candidatos y en muchos casos imponiendo a sus propios candidatos, es una expresión más del riesgo que impone la delincuencia organizada sobre la preservación de nuestras instituciones democráticas", dijo el funcionario de la OEA, aunque no mencionó ningún caso específico.
En México, país anfitrión del encuentro y que ha padecido la violencia de carteles de las drogas, el gobierno ha manifestado su preocupación de que el narcotráfico intente intervenir en el proceso previo a los comicios presidenciales del 1 de julio, luego de algunas evidencias de que un cartel de las drogas buscó alterar los resultados en una reciente elección para renovar el gobierno del estado occidental de Michoacán.
El encuentro hemisférico de dos días reunirá a procuradores y fiscales de los 34 miembros activos de la OEA y sus actividades se realizarán a puerta cerrada.
